In 2021 the Legislature’s super-majority of Democrats sent Gov. Gavin Newsom hundreds of bills that he signed into law, including several with major consequences for Californians. Here’s a breakdown of 11 of those new laws taking effect in 2022, most of which lawmakers approved in the last session (a few videos cover more than one new law on the same subject).

Education is designed to guide them in learning a culture, molding their behaviour in the ways of adulthood, and directing them toward their eventual role in society. In the most primitive cultures, there is often little formal learning—little of what one would ordinarily call school or classes or teachers. Instead, the entire environment and all activities are frequently viewed as school and classes, and many or all adults act as teachers. As societies grow more complex, however, the quantity of knowledge to be passed on from one generation to the next becomes more than any one person can know, and, hence, there must evolve more selective and efficient means of cultural transmission. The outcome is formal education—the school and the specialist called the teacher.

As society becomes ever more complex and schools become ever more institutionalized, educational experience becomes less directly related to daily life, less a matter of showing and learning in the context of the workaday world, and more abstracted from practice, more a matter of distilling, telling, and learning things out of context. This concentration of learning in a formal atmosphere allows children to learn far more of their culture than they are able to do by merely observing and imitating. As society gradually attaches more and more importance to education, it also tries to formulate the overall objectives, content, organization, and strategies of education. Literature becomes laden with advice on the rearing of the younger generation. In short, there develop philosophies and theories of education.

This article discusses the history of education, tracing the evolution of the formal teaching of knowledge and skills from prehistoric and ancient times to the present, and considering the various philosophies that have inspired the resulting systems. Private Vs. Government Schools in India

In the United States, there is a certain stigma behind both public and private schools. From the ones portrayed in movies and television, to the rumors of other schools that circulate through school systems, most can be written off as not true.

 
 

The same applies to private and government-run schools in India, where private schools are pulling away as the most common form of schooling. This bodes the question: Which is better?

 

The first topic to cover is foreign language. Obviously, students are taught in local languages, usually also offering Hindi, Urdu, and/or Sanskrit as secondary languages. These are spoken by plenty of Indian citizens, but where private schools go above and beyond by teaching other languages. English, even other foreign languages that are taught in America are available in private schools.

 
 

Next up are uniforms. While uniforms are required in all schools in India, private schools go above and beyond. They check up on student’s hygiene, uniforms, and general cleanliness to make sure they are up to par, showing not only discipline in learning but also in other aspects.

 

Extracurricular activities are a lot more common and well-developed in private schools as well. This is because of the funding that is given by enrolling students, which also helps in other factors of the school. Simple things like electricity, proper classrooms, and even proper buildings are not available. While this may not sound like much, this could totally change the course of all students’ learning careers.

 
 

Additionally, the staff and faculty of private schools are fully accountable for the children that they teach. Their grades, behavior, and well-being of students are in the hands of the school, at least for the time of the day that they are there. This, along with better salaries that private school teachers are given, incentivizes a better quality of education throughout these types of schools.

 

However, due to the competitive nature of choosing a school, publicly funded through the government or privately owned, there are sometimes very hard choices for parents to decide where their child should go to school. Sadly, the quality of education does come down to the area and which school exactly that the parents choose, and can range very drastically from good to bad. Especially in more rural areas of India, with less options and less quality schools, it can be hard to find the perfect school.

 

In the long run, as one may guess, money really pays off in a students’ education. If you are paying for school in India, it will most likely be better than the public schooling option in the same area. Even at that, if a child’s family cannot pay to send their child to school, even just to get simple school supplies for government school, they will just not go to school and possibly work on a family-owned farm or business. Even public schools are not free, and even not an option for all.

 

To sum up, a student’s best bet is most likely to go to a private school in India, then government schools, and then no schooling if unable to afford it. Private schools, because of the extra money, drastically shift what is taught, how well it is taught, and how much faculty cares about the students. India’s government should financially support public schooling more so now than ever to educate children and provide a safe place to learn for all.

Many people do not realize that until 1954, France had colonized some Indian territories, causing some key differences to the formerly British Indian territories that most have heard of.

 

To begin, the Compagnie de Indes, similar to the British East India Company, was established long before colonization in 1644. They acquired a French trading post in an area in 1674 around Putucéri. Fittingly, France called it Pondicherry. Despite a few years of European rule throughout the years, up until 1954 France had owned the colony, and pictures of it show the inspiration. French buildings, Government Square, libraries, language, food, and even some art still shows inspiration from the time and area.

 
 

François Martin, the governor of the French East India Company, set up a trading center in Pondicherry, becoming the chief of French settlement in India. Moving forward, in the early 18th century, the company acquired other territories in Mahe, Yanam, and Karaikal. The Dutch had captured the land for some time, as well as the British during the French Revolution, but by 1814, the land was once again in French hands.

 
 

Great Britain eventually captured all of India in the 1850’s, however allowed the French to keep all of their territories. Once India gained independence in 1947, this contradicted that all of India was under their own rule. The inhabitants of Pondicherry and the other territories were to choose what they wanted to do, and to no surprise, they would choose to be a part of India.

 
 

The whole time, however, India and Pondicherry was being used by the French to try to expand trading and subtly fight against the power that Britain had in India. The maritime commerce and trading that Pondicherry brought were a benefit, and education, industry, and some infrastructure was a step up from the previous system. While treaties were being written between the French and British fighting over who owned what land, in Europe, the two countries were feuding, especially during the French and American Revolutions.

 
 

Pondicherry was actually used as a spot for Indian revolutionaries to trade and stay away from British forces in pursuit to become a free nation. While France did not help either side, actually being revolted against once India gained independence, it helped Indian citizens and people coming in as a place to operate away from British rule.

 

Formed by three centuries of French rule, Pondicherry and its other territories under French rule were impacted greatly by it. Not only did the culture and look of it change, but was a place to plan an eventual rebellion that would free the entire country of India. Under multiple European rules, these territories reaped a better education system, favorable trading with Europe, and a new style of life (linguistically, culturally, etc.) that cannot be found anywhere else in India. Overall, while colonization is not the best, especially for countries that want to become their own nation, in this instance, French colonialism in Pondicherry was a cultural change that partially benefitted natives, and now that it is under Indian rule, creates a vastly different area in Southern India to look at for French culture of the past.

Coronavirus infection also affects the inner surfaces of veins and arteries, which can cause blood vessel inflammation, damage to very small vessels and blood clots, all of which can compromise blood flow to the heart or other parts of the body. “Severe COVID-19 is a disease that affects endothelial cells, which form the lining of the blood vessels,” Post says.

Ontario’s new COVID-19 outbreak management plan for schools allows for the possibility that fully vaccinated, asymptomatic pupils and staff could remain at school even in the face of multiple contacts with positive cases in the school setting.

The new guidance released Wednesday opens up possibilities to continue in-person learning that were not possible last school year, when virtually no staff or students were eligible for vaccination until the end of the year.

The 27-page document states that “In cohorts with a known high proportion of immunized individuals (i.e., immunization information is available), immediate dismissal of the entire cohort may not be necessary.”

“Dismissal of a smaller number of specific contacts who are not fully immunized or previously positive may be sufficient.”

But the plan hinges on everyone’s COVID-19 vaccination status being publicly disclosed, and no one is legally required to disclose their status to school boards or any other domestic authority at this time.

Without vaccination status information, the approach to dealing with COVID-19 cases and outbreaks in schools appears to be largely the same as last year.

“PHUs may consider dismissal of the entire cohort, regardless of immunization status,” the guide states about groups where little or no information about vaccination status is known.

Ontario’s Chief Medical Officer of Health Dr. Kieran Moore said rules around COVID-19 in schools would not put up “barriers” to activities for unvaccinated students, but he also said in an earlier news conference that vaccinated pupils would follow a different set of rules in the event of an outbreak.

People for Education Director Annie Kidder told CP24 on Wednesday she believes that it is highly likely vaccination will be made mandatory for at least some in the education sector.

“I think it’s inevitable that they’re going to be mandatory for staff and students. And as you said there’s already immunization is mandatory for students for all sorts of things, measles, mumps, rubella whooping cough, diphtheria, with exemptions where needed, and I think it’s inevitable that it’s going to come,” she said.

“But what we need to make sure of is that we don’t just throw in the policy without having brought everybody together, so everybody at the table; directors of education, principals, teachers, support staff student organizations, parent organizations, all of the health experts and people from the Ministry of Education and the Ministry of Health to work out all the kinks first.”

The language in the new plan mirrors the guidance given to the general public, where fully-vaccinated asymptomatic close contacts of cases in any other setting will not need to self-isolate, and instead self-monitor for any symptoms.

Conspicuously absent from the province’s new COVID-19 school safety plan released last week were any changes or references to its outbreak management plan.

Unvaccinated staff and students considered high-risk close contacts will need to complete a 10 day period of self isolation with up to two PCR tests completed during that time, and remain home for that duration regardless of their most recent test result.

The guidance says siblings of a confirmed case do not need to stay home from school so long as they do not show symptoms consistent with COVID-19, which can include dry cough, sustained fever, nausea, diarrhea, shortness of breath, sore throat or headache.

A spokesperson for Minister of Health Christine Elliott told CTV News Toronto the school plan can be augmented or changed by local chief medical officers of health and may be amended by the province if new developments arise.

“(Public Health Units) may also implement additional measures that are not outlined in this guidance, based on local circumstances and/or PHU investigation and risk assessment,” Alexandra Hilkene said.

“The Chief Medical Officer of Health and health experts will continue to review data and provide advice to the government on the appropriate and effective measures that are needed to protect the health and safety of Ontarians and keep our kids in the classroom.”

Toronto Public Health (TPH) said it is revising its COVID-19 guidance for schools and child care centres in light of the provincial update.

“TPH plans to follow this guidance, consistent with routine case and contact management in the community, where a person who is vaccinated does not need to self-isolate if they do not have symptoms and are exposed to someone with COVID-19,” said Dr. Vinita Dubey, Toronto’s associate medical officer of health.

New benchmark for when to initiate mass testing

The new plan suggests for local public health units when to make PCR testing available to all staff and students.

It says school-wide testing should initiate when two or more cohorts of a schools have been sent home due to COVID-19 cases, there are multiple confirmed cases in a school where the source cannot be determined, or five per cent or more students and staff in a school have tested positive recently.

Last year, local public health units initiated mass testing in some instances where no more than two per cent of regular occupants of a school building had tested positive.

Criteria tightened for shutting down entire schools

It appears the Ministry of Education does not want to shut down schools due to COVID-19 cases except in extreme circumstances, especially among schools with vaccinated students.

“It is anticipated that the likelihood of whole school dismissal will be exceptionally low in schools with high immunization coverage among students.

But in cases where more than one cohort of children sees infections, mass testing for the whole school has already been ordered, and contact tracing still cannot trace the sources of all infections but transmission inside the school is suspected, the guidance indicates the school should be shut down entirely for 14 days.

New modelling released Wednesday by Ontario’s COVID-19 science advisory table says more than 85 per cent of the eligible population needs to be vaccinated to avoid a lockdown this fall due to the highly contagious delta variant.

The table said Ontarians also need to reduce contacts to about 70 per cent of pre-pandemic levels until vaccination levels are high enough to protect the population. To reduce contacts, the table recommends:

  • Reducing indoor density, maintaining physical distancing, limiting large gatherings.
  • Continuing indoor mask policies and working from home.
  • Implementing policies that accelerate vaccination (e.g. certificates, mandates, outreach).

The table confirmed that Ontario is in the fourth wave of the pandemic and it said its modelling predicts the resulting spike in cases will be “substantial.”

“Vaccination offers substantial protection against severe health outcomes. We do not expect to see the same proportion of severely ill cases in the vaccinated. Among the unvaccinated, we do expect to see a rapid increase in the number of seriously ill people needing hospital care as workplaces and education re-open in September,” the table said.

“The fourth wave will affect all age groups with the potential to exceed ICU capacity.”

The Virus Came From A Chinese Lab? Headlines and Pre-pubs, Oh My! Documenting The News Literacy Process

It was just another day in 2020: COVID-19 continued ravaging communities; we were still on lockdown; police and protesters were clashing in cities across the US; and the air quality from wild fires made stepping outside of my California residence an experience that included tasting metal and choking. As I stared at the dusting of ash on the windowsill, my biologist friend asked, “What are your feelings on The New York Post?”

“It is a right-wing rag that occasionally stumbles into journalism,” I replied. I incorrectly assumed this would lead to a conversation about news ownership and ideology. However, she quickly exclaimed, “Oh! They are reporting that “Chinese virologist posts report claiming COVID-19 was made in Wuhan lab.”

My non-existent scientific training left me poorly positioned to respond with a substantive comment. So I remained silent. I am uncomfortable offering an opinion about something that I have not researched. From my perspective, I am not a scientist, so that means I do not lecture about illnesses, lab work, medicines, or vaccines. That would be as ignorant as someone coming into my classroom with no experience in educational research, let alone holding a job as an educator, and telling me how I should run a classroom. Sigh.

That said, the headline she shared left me thinking about a conversation we had months earlier about this very same claim. At the time, my biologist friend told me that there was no known evidence that the COVID virus was started in a Chinese lab. While I was recounting our previous dialogue, she had already navigated to the “paper” referenced in The New York Post articleShe said “it is a pre-pub.”

“What is a pre-pub?” I asked.

She explained that a pre-pub is academic jargon for an open access repository where scientific scholars can submit a study before it undergoes peer review. Once it passes peer review, a process of ensuring rigor and reproducibility, it is considered acceptable science. By submitting a paper to a pre-pub, the researchers, after the sometimes lengthy peer review process, can point back to their original submission as evidence that their lab was the first to complete the research. In the sciences, where funding is competitive, being first is crucial. If a lab is the first to publish breakthrough research, funding becomes easier to attain. However, until it undergoes peer-review, such a  paper can be considered anything from of interest to pure conjecture, but not sound science. Of course, it’s not only important to be first, it’s also important to be accurate.

She then blurted, “Wait! What is the Rule of Law Society & Rule of Law Foundation.” Apparently the four authors of the pre-pub paper in question had received funding or some sort of support from the organizations – which turned out to be the same organization – evidenced by the fact that the authors listed “the Rule of Law Society & Rule of Law Foundation” in their paper. I quickly did an internet search, and saw a familiar face: Steve Bannon, the former executive chairman and conservative political activist behind Breitbart News. Now, I had something to add to the conversation. This was becoming a conversation about news ownership and ideology after all!

Bannon is a well-known right-wing propagandist who chaired the ultra-White nationalist Breitbart website (known for publishing false and misleading information), and masterminded then-candidate Donald Trump’s racist, anti-immigrant campaign rhetoric (at a time when the Republican Party had determined such rhetoric was election suicide). Bannon has recently been indicted on fraud charges for allegedly laundering money from Trump supporters who thought they were donating to construct a wall on the US/Mexican border. His presence would make me skeptical of any publication, but so, too, did the rhetoric found on this other website. The Rule of Society and Law reports their vision statement thusly: “To permit the people of China to live under a national system based on the rule of law, independent of the political system of the People’s Republic of China (“China”).” Similarly, their mission is “To expose corruption, obstruction, illegality, brutality, false imprisonment, excessive sentencing, harassment, and inhumanity pervasive in the political, legal, business and financial systems of China.” It should also be noted that in these endeavors, Bannon works closely with exiled Chinese billionaire and regime change activist Guo Wengui (in whose yacht Bannon was arrested for aforementioned fraud charges off the coast of Connecticut). In short, it seemed like an organization hell bent on destroying China’s image as a means for destabilizing their government.

Did any of this background make the pre-pub research paper wrong or false? No. That remains to be seen. But it did demonstrate the recklessness of the New York Post headline. They reported without context on an unverified paper funded by an ideologically driven foundation whose opinions were conveniently further supported by the supposedly objective conclusions in the pre-pub report.

The Bannon’s and New York Posts of the world have been rightly chided for spreading false content. As I noted in my latest book, The Anatomy of Fake News, traditional and alternative news organizations, along with the US and many other governments, big tech companies such as those in Silicon Valley, and adherents to either liberal or conservative ideologies all create and disseminate fake news and propaganda to some degree. As the case of the New York Post demonstrates, if we spend time investigating and analyzing the actual content of news stories rather than believing and sharing or dismissing and ignoring them based on headlines, we can come to a better understanding of said content and their producers’ intent. This is a fundamental process in becoming a more news literate citizen, which in our current political climate is something we should all strive to become. Our future as a self-governing society depends on it.

  • There are many types of encephalitis, and the causes vary from a viral infection to an abnormal response of the immune system.

What is encephalitis?

Encephalitis is inflammation of the active tissues of the brain caused by an infection or an autoimmune response. The inflammation causes the brain to swell, which can lead to headache, stiff neck, sensitivity to light, mental confusion and seizures.

Encephalitis strikes 10–15 people per 100,000 each year, with more than 250,000 patients diagnosed in the last decade alone in the U.S. The condition can affect anyone, but more often occurs in younger people.

Encephalitis Causes and Types

Encephalitis can be caused by infections or autoimmune conditions where the body’s own immune responses attack the brain. Even with extensive testing, the specific cause of encephalitis remains unknown in about 30%–40% of cases.

Cases of encephalitis are likely to continue to rise as more and more autoimmune causes are recognized. Emerging infections such as Zika, chikungunya and Powassan viruses can also contribute to this trend.

Infectious Encephalitis

Infectious encephalitis is typically caused by a viral infection. Vaccines for measles, mumps, rubella and chickenpox have reduced the rate of encephalitis from these diseases, but other viruses can cause encephalitis. The most common causes of viral encephalitis are herpes simplex virus types 1 and 2, varicella zoster virus and enteroviruses, which cause gastrointestinal illness.

Encephalitis can also result from certain viruses carried by mosquitoes, ticks and other insects or animals such as:

  • West Nile virus
  • Japanese encephalitis virus
  • La Crosse virus
  • St. Louis virus
  • Equine viruses
  • Powassan virus
  • Zika
  • Chikungunya

Other infectious microorganisms such as bacteria, fungi and parasites can also cause encephalitis, though rarely.

Autoimmune Encephalitis

Autoimmune encephalitis occurs when a person’s own antibodies or immune cells attack the brain. Antibodies may target specific proteins or receptors in the brain, which determine the type of autoimmune encephalitis:

  • In anti-NMDA receptor encephalitis, the immune system targets the NMDA receptors in the brain.
  • In VGKC-complex antibody encephalitis, the immune system targets the VGKC brain protein complex that includes subtypes LGI-1 and CASPR2.
  • GABA-A and GABA-B receptors may also be targeted.

While the causes of autoimmune encephalitis are not well understood, it can sometimes result from a tumor (benign or cancerous). Some types of autoimmune encephalitis such as acute disseminated encephalomyelitis (ADEM) are typically triggered by an infection (post-infectious encephalitis).

Encephalitis Symptoms

Acute encephalitis shows up with an onset of symptoms that get worse over the course of days to weeks. Infectious encephalitis often starts with flu-like symptoms or headache and evolves to altered mental status and problems with thinking, remembering and reasoning. Autoimmune encephalitis typically progresses over the course of weeks.

Symptoms of encephalitis vary according to the area of the brain affected and, in autoimmune encephalitis, depending on the associated antibody.

Physical Symptoms

  • Fever
  • Seizures
  • Headache
  • Movement disorders
  • Sensitivity to light
  • Sensitivity to sound
  • Neck stiffness
  • Loss of consciousness

In severe cases, encephalitis symptoms may include:

  • Weakness or partial paralysis in the arms and legs
  • Double vision
  • Impairment of speech or hearing
  • Coma

Cognitive Symptoms

  • Excessive sleepiness
  • Confusion and disorientation
  • Irritability
  • Anxiety
  • Psychosis
  • Hallucinations
  • Memory loss
  • Other behavioral changes
  • Cognitive impairment

Symptoms Due to Specific Types of Encephalitis

Encephalitis caused by certain infections or autoimmune processes can show up with characteristic symptoms.

  • A sensation of déjà vu (the feeling that one is reliving something already experienced) is a common finding in early stages of herpes simplex virus encephalitis.
  • A type of autoimmune encephalitis affecting NMDA receptors can start with a flu-like illness. It can then lead to behavioral changes and unusual movement patterns affecting the mouth and face, cognitive decline and impaired function of the autonomic nervous system.
  • Another type of autoimmune encephalitis (LGI1) is associated with seizures or other abnormal movement of the face or arm.

The symptoms of encephalitis may resemble other problems or medical conditions. Always consult your health care provider for a diagnosis.

Encephalitis Diagnosis

You may need to be evaluated for encephalitis if you are experiencing a combination of symptoms such as fever, altered state of awareness, seizures or changes in behavior or movement. It is very important to identify encephalitis promptly to decrease the risk of death or lasting complications.

To diagnose encephalitis, your healthcare provider might order tests, perform a medical exam and discuss your medical history. The doctor may ask about your vaccinations, recent colds and other respiratory illnesses or gastrointestinal illness. He or she will want to know if you have recently had a tick bite, have been around pets or other animals, or have traveled to certain locations.

Tests for encephalitis can include:

  • Neuroimaging, such as a brain MRI or CT scan
  • lumbar puncture (spinal tap) to check for signs of infection in the brain or spinal cord
  • Electroencephalogram (EEG) to look for seizures or specific patterns of electrical activity in the brain
  • Blood tests or urine and stool tests to identify organisms or antibodies responsible for an infection

Additional tests may include:

  • A sputum culture tests the material that is coughed up from the lungs to see if certain infections are present.
  • In rare cases, a biopsy of affected brain tissue may be performed to allow for examination under a microscope.
  • Intracranial pressure monitoring (ICP) measures the pressure inside the skull to monitor the brain swelling.

Encephalitis Treatment

The key to surviving encephalitis is early detection and effective treatment of the underlying cause. A team of specialists working together is an important factor in optimal care.

Encephalitis patients might require a stay in the ICU so that health care providers can watch for seizures, brain swelling, respiratory failure or heart rhythm changes.

Encephalitis treatment depends on the underlying cause and symptoms, and may include:

  • Antiviral medications to fight viral infections affecting the brain.
  • Antibiotics to address underlying bacterial infections causing encephalitis.
  • Immunotherapy, such as steroids, intravenous antibodies (IVIg) or plasma exchange, to address certain types of autoimmune encephalitis.
  • Medications or other therapies to control seizures.
  • A breathing tube, urinary catheter, or feeding tube may be necessary if the person’s encephalitis has caused loss of consciousness.

Patients with encephalitis who have seizures that don’t respond well to anti-seizure medications could benefit from a ketogenic diet, which is high in fat and low in carbohydrates. It has been effective in reducing seizures in drug-resistant epilepsy in children and adults, as well as in patients with autoimmune encephalitis such as anti-NMDA receptor encephalitis.

The Johns Hopkins Encephalitis Center is dedicated to providing expert clinical care for patients with encephalitis. We have established a multidisciplinary group of specialists who work together to improve the diagnosis and treatment of patients with this dangerous and disabling condition.

Encephalitis Prognosis

Encephalitis is very serious. Both the acute stage and the aftermath can be overwhelming for patients and their families.

During the encephalitis attack, the inflamed brain tissue can suffer damage, which varies greatly between patients. In general, the brain doesn’t bounce back as quickly as other body parts such as bone, skin and muscles, but it does have some capacity to recover.

Mild cases of encephalitis are usually short and result in a full recovery. However, despite improvements in diagnosis and treatment, encephalitis still leads to death in about 10% of patients.

Survivors of severe cases of encephalitis can be left with permanent problems such as fatigue, irritability, impaired concentration, seizures, hearing loss, memory loss and blindness.

The recovery process may take months to even years. Intensive rehabilitation, involving specialists in neurology, occupational therapy, speech and language therapy, nutrition and neuropsychology, can help patients make the best possible recovery.

Can encephalitis be prevented?

These measures can help prevent certain types of infectious encephalitis:

If you are exposed to someone with bacterial encephalitis, contact your doctor. You may be offered a course of antibiotics to prevent you from getting the disease.

Urgent: New Guidelines for Nursing Home Visitors

As a result of the new COVID-19 strain in California, the following policies will be in place for all nursing homes in LA County:

  • Maximum of 2 non-essential visitors are permitted per resident at any given time
  • Visitors must wear a mask at all times
  • Visitors must show proof of vaccination OR show that they have tested negative for COVID-19 in the past 3 days
  • Nursing homes are required to implement screening measures that visitors must pass before they are permitted to enter the nursing home
  • Visitors must socially distance from all residents apart from the resident that they are visiting

Failure to comply with any of these policies shall result in the visitor being required to leave the nursing home.
